Event Governance

Background to the World Rally Championship, Northern Rivers, NSW

Successful events are generally those that have a high level of support from business, community and the various government agencies involved in event planning and management. Yet despite increasing interest from both government and business sectors in attracting events, little attention has been paid to the way in which different levels of government, business and community interests collaborate with each other, and the quality of governance arrangements in place before, during and after the event. It is the quality of these governance frameworks that shape the opportunities for individuals and agencies to be involved, to build trusting relationships, and to share in event planning and management.

A review of relevant literature and an examination of the background context to the World Rally Championship event held in the Northern Rivers, NSW in September 2009 are examined in this report. A second report (forthcoming) identifies and examines the governance issues and makes recommendations for improving governance in the planning and management of major events.
